Hanoi announces action plan to realize 2021 socio-economic targets

The city will give its utmost priority to containing the Covid-19 pandemic, while putting up efforts to ensure speedy economic recovery and economic restructuring.

The Hanoi People’s Committee has announced an action plan No.14/CTr-UBND detailing measures to realize the city’s socio-economic development targets in 2021, including the economic growth of 7.5% from an estimated of 3.94% last year.

Under the action plan, the city will give its utmost priority to containing the Covid-19 pandemic, while putting up efforts to ensure speedy economic recovery and economic restructuring.

 

“Keeping the social welfare system intact and improving the people’s living standards is essential,” noted the action plan.

 

The document also pointed to the necessity of promoting socio-cultural development, science, technologies and innovation startups.

 

In 2021, Hanoi is expected to focus on urban planning and development, at the same time allocating resources to address issues of climate change and environmental pollution.

 

To realize these targets, Hanoi will continue to streamline the organization and enhance efficiency in operation, which could be reflected by moving to a higher ranking in major indicators such as the Provincial Governance and Public Administration Performance (PAPI) Index, the Satisfaction Index of Public Administration Services (SIPAS), the Public Administration Reform (PAR) Index and the Provincial Competitiveness Index (CPI).

A GRDP growth of 7.5% for this year is expected to generate an income per capita of VND135 million (US$5,800), significantly higher than the national average of US$3,700 for a growth forecast of 6%. 


Other major economic indicators include the expansion of social investment by 12%, exports by 5%, inflation below 4% and a decline of 20% in the poverty rate under the city’s new standards.
